Effective date: Jun 2, 2026
Applies to: All drivers using the THROO Driver app and accepting trips dispatched through ZERO COMMISSION in New York City.
A. General compliance
By registering for or using the THROO Driver app and related services (the "Service"), you agree that you have read, understood, and accepted this Driver Code of Conduct (the "Code"). This Code sets expectations for professional conduct, safe operations, and rider experience in New York City.
You must comply with:
- All applicable federal, state, and local laws (including traffic laws),
- All NYC Taxi & Limousine Commission ("TLC") rules and requirements that apply to you, your vehicle, and your operations, and
- This Code and any additional ZERO COMMISSION policies and guidelines communicated in the app or otherwise.
ZERO COMMISSION may update this Code and related policies from time to time. Updates become effective when posted in the app or otherwise communicated.
1) Fraud and dishonesty (Zero tolerance)
Fraudulent acts are strictly prohibited. ZERO COMMISSION may immediately, without notice to you, suspend or deactivate your account and access to the Service and, where appropriate, report misconduct to relevant authorities, including law enforcement, if there is evidence of fraud or illegal activity.
Examples include (not exhaustive):
- Disputing fares for dishonest or unauthorized reasons,
- Collusion between driver and rider,
- Creating accounts or using accounts for fraudulent purposes,
- Claiming false fees/charges or submitting altered evidence,
- Completing falsified trips, GPS manipulation, or "ghost" trips,
- Asking riders to pay you directly or imposing unauthorized fees, and
- Accepting trips without intending to complete them.
2) Harassment or threats toward ZERO COMMISSION staff (Zero tolerance)
Harassment of ZERO COMMISSION staff is not tolerated, including:
- Threats, intimidation, stalking, or abusive/profane language,
- Unwanted contact outside business purposes,
- Asking for personal phone numbers or personal information, and
- Photographing or recording staff in a harassing or threatening manner.
Violent or aggressive behavior may result in immediate loss of access to the platform and Service without notice to you and may be reported to law enforcement.
3) Harassment, discrimination, or violence toward riders or other drivers (Zero tolerance)
You must treat riders and other drivers with courtesy and professionalism. The following conduct is strictly prohibited:
- Harassment, threats, intimidation, or unwanted attention,
- Unwanted physical contact, violent behavior, or any form of sexual misconduct,
- Stalking or photographing/recording someone in a harassing, intrusive, or threatening manner,
- Pressuring riders into personal, sensitive, or inappropriate conversations,
- Making false or retaliatory claims or reports against riders or other drivers, and
- Making derogatory, insulting, or discriminatory remarks about any person or group.
Non-discrimination: Drivers must provide service in full compliance with all applicable federal, state, and local nondiscrimination laws and regulations. No driver may refuse, impede, or otherwise alter service, or treat any rider unfavorably, on the basis of any personal characteristic, protected class, background, or belief. Drivers are required to maintain courteous and professional conduct at all times.
De-escalation: If a situation feels unsafe or becomes tense, remain calm, disengage, and leave the area if needed. Report the incident to ZERO COMMISSION as soon as possible. In emergencies or in any situation involving injury or potential danger to life, call 911 immediately.
4) Service refusal, destinations, and service animals (NYC-specific)
a) No improper refusal of service by Drivers
You must comply with all applicable TLC rules and applicable federal, state, and local laws regarding when service may be lawfully refused. Once a trip has begun, a driver may not refuse to transport a rider except on lawful, safety-related, or otherwise expressly permitted grounds. Under no circumstances may a refusal be based on discriminatory reasons.
Refusals of service may be reported to the TLC by riders and reviewed by the TLC. You are solely responsible for responding to and defending yourself against any summons that may be issued to you for alleged improper refusal of service and the payment of any fines imposed.
b) Service animals must be accepted
If a passenger states an animal is a service animal, you must allow the passenger and the service animal in the vehicle, consistent with TLC rules and applicable law such as the Americans with Disabilities Act (ADA).
5) Illegal items, impairment, and weapons (Zero tolerance)
While using the THROO Driver app, you are strictly prohibited from:
- Operating a vehicle while under the influence of alcohol, cannabis, controlled substances, or any medication—prescribed or otherwise—that may impair your driving ability,
- Possessing, using, or distributing illegal drugs,
- Carrying, displaying, or using any weapon in a manner that creates risk or violates applicable law,
- Allowing the possession or consumption of open alcoholic beverages in the vehicle, and
- Engaging in, facilitating, or participating in any illegal activity related to the trip.
Any violations of this Section may result in immediate and permanent deactivation from using the Services and referral to law enforcement or other authorities without notice to you.
6) Driver licensing and eligibility (NYC TLC)
It is your responsibility to maintain all required credentials to operate lawfully, including:
- A valid driver's license appropriate for the class of vehicle operated, and
- A valid and active TLC Driver License that is not suspended, revoked, expired, or otherwise invalid.
You must promptly notify ZERO COMMISSION of any change to the status of driver's license or TLC Driver License, including but not limited to suspension, revocation, expiration, restrictions, or other disqualifying events. Failure to provide notice may result in your immediate suspension or termination of access to the Service without any further notice.
7) Vehicle compliance, base affiliation, and inspections (NYC TLC)
You are responsible for ensuring that your vehicle remains compliant with all applicable TLC requirements and all federal, state, and local laws governing for-hire vehicle operations. This includes maintaining:
- Inspections, registration, and permits,
- A valid NYC TLC For-Hire Vehicle License that is active and not suspended, revoked, or expired,
- All required inspections, registrations, and permits,
- All decals, stickers, and markings required for the vehicle type, and
- Base affiliation requirements and documentation.
Do not accept trips if the vehicle is not compliant, not roadworthy, or not otherwise legally operable. If you accept trips while your vehicle is in such condition, ZERO COMMISSION may restrict your access to the Service until you demonstrate to ZERO COMMISSION's satisfaction that your vehicle is in compliance with this Code of Conduct and any other terms and conditions applicable to your use of the Service.
8) Insurance requirements
You must maintain current and valid insurance coverage that meets all applicable legal and TLC requirements for your vehicle type and operations.
If your coverage lapses, is canceled, or becomes invalid, you must immediately stop accepting trips and notify ZERO COMMISSION. If you accept trips and your vehicle is uninsured, ZERO COMMISSION may restrict your access to the Service until you demonstrate to ZERO COMMISSION's satisfaction that your vehicle is in compliance with this Code of Conduct and any other terms and conditions applicable to your use of the Service.
9) Electronic devices and safe driving
Safety first. You must comply with all applicable laws and TLC rules regarding the use of electronic devices while operating a vehicle. The following conduct is strictly prohibited:
- Texting, typing, browsing, or otherwise handling your phone or electronic device while the vehicle is in motion.
- Interacting with the THROO Driver App, navigation, or any other device except when the vehicle is lawfully parked or standing and it is safe to do so.
Violation of these requirements may result in enforcement action by the TLC and/or loss of access to the Services.
10) No Unauthorized Passengers (NYC)
While you are using the THROO Driver app, en route to pick up a rider, or during an active trip, you must not allow any unauthorized passengers in the vehicle, including friends, family members, or any other person not booked on the trip.
- Only the rider(s) associated with the trip may be in the vehicle during an active trip, unless required by law or explicitly permitted by ZERO COMMISSION policy.
- Violations may result in suspension or permanent deactivation, especially if rider safety, comfort, or privacy is impacted.
11) In-vehicle recording devices (cameras)
If you install or use any in-vehicle camera or recording device (with or without audio), you must:
- Comply with all applicable federal, state, and local privacy and recording laws,
- Clearly notify riders that video and/or audio recording is occurring (recommended best practice),
- Use any recordings only for legitimate safety, security, or dispute-resolution purposes, and
- Do not post or share recordings publicly or for entertainment or non-permitted purposes.
Drivers are solely responsible for the lawful installation, maintenance, and use of any recording equipment.
12) Vehicle cleanliness and rider-caused mess
You must keep your vehicle clean, sanitary, and ready for riders.
If a rider causes a mess beyond normal use (spills, bodily fluids, damage), you should:
- Document it promptly (photos/receipts where possible), and
- Report it to ZERO COMMISSION for review under ZERO COMMISSION's cleaning/damage process as soon as possible.
13) Pre-trip declaration (fitness to drive)
Before using the THROO Driver app and related services, you must ensure:
- You are sufficiently rested, alert, and fit to drive,
- You will not accept trips if you feel unwell or unsafe to operate, and
- The vehicle is insured, roadworthy, and free from defects (tires, lights, brakes, seatbelts, warning indicators, etc.).
14) Enforcement
ZERO COMMISSION may investigate any actual or suspected violations of this Code of Conduct. Based on the nature, severity, and circumstances of the alleged or substantiated conduct, ZERO COMMISSION may take one or more of the following actions at its sole discretion:
- Issue warnings or require corrective education,
- Temporarily suspend access to the Services,
- Permanently deactivate access to the Services, and/or
- Refer the matter to law enforcement, regulatory agencies, or other authorities where appropriate.

Applies to: All drivers registered with Throo and accepting trips dispatched through the Throo Driver app in any United States market other than New York City. Drivers operating in New York City are governed by the New York City version of this Code, available at https://ridethroo.ai/conduct?state=nyc.
Certain requirements vary by market. See Section 16 (Market-Specific Requirements).
A. General compliance
In this Code, "Throo", "we", "us", and "our" refer to TADA Mobility (USA) LLC, a Texas limited liability company, operating under the Throo brand. "the Throo app" means the THROO Driver app and any related dispatch technology through which trips are offered to you. "you" means the driver registered with Throo and using the Throo app.
By registering for or using the Throo app and related services (the "Service"), you agree that you have read, understood, and accepted this Driver Code of Conduct (the "Code"). This Code sets expectations for professional conduct, safe operations, and rider experience.
You must comply with:
- All applicable federal, state, and local laws, including traffic laws,
- All requirements of the transportation regulator in the market where you operate, as they apply to you, your vehicle, and your operations (see Section 16), and
- This Code, the Driver Community Guidelines, the Throo Zero Tolerance Policies, the Throo Terms and Conditions, and any additional Throo policies communicated in the app or otherwise.
Throo may update this Code and related policies from time to time. Updates become effective when posted in the app or otherwise communicated.
1) Fraud and dishonesty (Zero tolerance)
Fraudulent acts are strictly prohibited. Throo may immediately, without notice to you, suspend or deactivate your account and access to the Service and, where appropriate, report misconduct to relevant authorities, including law enforcement, if there is evidence of fraud or illegal activity.
Examples include (not exhaustive):
- Disputing fares for dishonest or unauthorized reasons,
- Collusion between driver and rider,
- Creating or using accounts for fraudulent purposes,
- Claiming false fees or charges, or submitting altered evidence,
- Completing falsified trips, GPS manipulation, or "ghost" trips,
- Ending a trip before reaching the rider's destination while representing it as complete,
- Asking riders to pay you directly or imposing unauthorized fees,
- Accepting trips without intending to complete them, and
- Failing to proceed to a pickup, or asking a rider to cancel, in order to avoid completing an accepted trip.
2) Harassment or threats toward Throo staff (Zero tolerance)
Harassment of Throo staff is not tolerated, including:
- Threats, intimidation, stalking, or abusive or profane language,
- Unwanted contact outside business purposes,
- Requesting personal phone numbers or personal information, and
- Photographing or recording staff in a harassing or threatening manner.
Violent or aggressive behavior may result in immediate loss of access to the Service without notice and may be reported to law enforcement.
3) Harassment, discrimination, or violence toward riders or other drivers (Zero tolerance)
You must treat riders and other drivers with courtesy and professionalism. The following conduct is strictly prohibited:
- Harassment, threats, intimidation, or unwanted attention,
- Unwanted physical contact, violent behavior, or any form of sexual misconduct,
- Stalking, or photographing or recording someone in a harassing, intrusive, or threatening manner,
- Pressuring riders into personal, sensitive, or inappropriate conversations,
- Making false or retaliatory claims or reports against riders or other drivers, and
- Making derogatory, insulting, or discriminatory remarks about any person or group.
Non-discrimination
No driver may refuse, delay, impede, or alter service, or treat any rider or other person unfavorably, on the basis of race, color, religion, national origin, ethnicity, sex, gender, gender identity or expression, sexual orientation, age, marital or familial status, disability, source of income, or any other characteristic protected by applicable federal, state, or local law.
The following are specifically prohibited:
- Refusing a trip based on the rider's destination, or on the neighborhood or area of pickup or drop-off,
- Refusing to transport a rider with a service animal (see Section 4(b)),
- Refusing to transport a rider with a disability, including refusing reasonable assistance with a wheelchair, mobility device, or other assistive equipment,
- Refusing service solely because a rider's disability results in an appearance or involuntary behavior that you believe may offend, annoy, or inconvenience you or another person,
- Charging a higher fare, or imposing any additional fee, because of a rider's protected characteristic or disability, including any fee for stowing a wheelchair or mobility device, and
- Rating a rider on the basis of a protected characteristic.
Safety-based refusals are permitted
It is not a violation of this Section to decline to begin, or to end, a trip with any person who is engaged in violent, seriously disruptive, or illegal conduct, or who presents a genuine risk to your safety. Safety-based refusals are not discrimination. Report any such incident to Throo as soon as it is safe to do so.

If a situation feels unsafe or becomes tense, remain calm, disengage, and leave the area if needed. Report the incident to Throo as soon as possible. In an emergency, or in any situation involving injury or potential danger to life, call 911 immediately.
4) Service refusal, destinations, and service animals

You must comply with all applicable laws and regulator requirements governing when service may lawfully be refused. Once a trip has begun, you may not refuse to transport a rider except on lawful, safety-related, or otherwise expressly permitted grounds. Under no circumstances may a refusal be based on a discriminatory reason (see Section 3).
Refusals of service may be reported by riders to Throo and to the transportation regulator in your market, and may be independently reviewed or enforced by that regulator. You are responsible for responding to any citation or summons issued to you and for any fines imposed.
b) Service animals must be accepted
If a rider states that an animal is a service animal, you must permit the rider and the service animal in the passenger compartment of your vehicle, at no additional charge, consistent with the Americans with Disabilities Act (ADA) and applicable state and local law.
You may not require documentation, certification, or identification for a service animal, and you may not ask about the nature of a rider's disability.
Allergies, discomfort around animals, and religious or personal objections are not grounds for refusing a rider with a service animal. Refusing service to a rider with a service animal is a violation of Section 3 and may result in permanent removal from the Service.
5) Illegal items, impairment, and weapons (Zero tolerance)
At any time while you are logged into the Throo app, en route to a pickup, or providing a trip, you are strictly prohibited from:
- Operating a vehicle while under the influence of alcohol, cannabis, controlled substances, or any medication — prescribed or otherwise — that may impair your ability to drive,
- Consuming alcohol or any illegal drug,
- Possessing, using, or distributing illegal drugs,
- Carrying, displaying, or using any weapon in a manner that creates risk or violates applicable law,
- Allowing the possession or consumption of open alcoholic beverages in the vehicle, and
- Engaging in, facilitating, or participating in any illegal activity related to a trip.
There is no acceptable level of impairment. You do not need to exceed a legal limit to violate this Section.
Violations of this Section may result in immediate and permanent deactivation from the Service and referral to law enforcement or other authorities, without notice. Complaints alleging a violation of this Section are handled under Section 14.
6) Driver licensing and eligibility
You are responsible for maintaining all credentials required to operate lawfully in your market. At minimum, you must:
- Be at least 21 years of age,
- Hold a current, valid driver's license appropriate for the class of vehicle you operate,
- Hold and maintain any additional driver license, permit, or credential required by the regulator in your market (see Section 16),
- Have completed Throo's onboarding training, including the required assessment, before your account is activated, and
- Remain eligible under Throo's driver screening standards, including criminal background, sex offender registry, and driving record screening conducted by an accredited third-party screening provider at registration and periodically thereafter.
You must promptly notify Throo of any change to the status of any required license or credential, including suspension, revocation, expiration, restriction, or any other disqualifying event. Failure to provide notice may result in immediate suspension or termination of access to the Service without further notice.
You must keep all required documents current in the app. If a required document expires, you will not receive trip requests until valid documentation is submitted and verified.
7) Vehicle compliance, inspections, and trade dress
You are responsible for ensuring your vehicle remains compliant with all applicable laws and regulator requirements governing for-hire or transportation network vehicle operations. This includes maintaining:
- Current and valid vehicle registration,
- A current and valid safety inspection as required in your market, and any emissions inspection required by your state or county,
- Any vehicle license, permit, or authorization required by the regulator in your market (see Section 16),
- Compliance with Throo's vehicle age standard, and
- All decals, stickers, markings, or trade dress required for your vehicle and market.
Trade dress
Throo issues you a removable Throo decal and trade dress for your market. You must display it as directed whenever you are logged into the Throo app, and remove it when you are not providing Throo service. You may not be logged into the app without the required trade dress displayed.
Driver and vehicle information shown to riders
Throo displays your photograph and a description of your vehicle, including make, model, and license plate number, on the digital network so that riders can identify you and your vehicle. Keep this information accurate and current.
Do not accept trips if your vehicle is not compliant, not roadworthy, or not otherwise legally operable. If you accept trips while your vehicle is in such condition, Throo may restrict your access to the Service until you demonstrate compliance.
8) Insurance requirements
You must maintain current and valid insurance coverage meeting all requirements applicable to your vehicle and operations in your market, including any commercial or for-hire endorsement required in your market.
Throo maintains platform insurance coverage as required by applicable law in each market, and provides you with written notice of the scope and levels of that coverage. Your own automobile policy may not provide coverage while you are logged into the Throo app or engaged in a prearranged ride. Platform coverage does not replace your obligation to maintain your own required coverage.
If your coverage lapses, is canceled, or becomes invalid, you must immediately stop accepting trips and notify Throo. If you accept trips while uninsured, Throo may restrict your access to the Service until you demonstrate compliance.
9) Electronic devices and safe driving
Safety first. You must comply with all applicable laws and regulator requirements governing the use of electronic devices while operating a vehicle. The following is strictly prohibited:
- Texting, typing, browsing, or otherwise handling your phone or any electronic device while the vehicle is in motion, including while stopped at a traffic signal,
- Interacting with the Throo app, navigation, or any other device except when the vehicle is lawfully parked or standing and it is safe to do so, and
- Operating with your device unmounted. Your device must be securely mounted at all times while you are logged into the app.
Violations may result in enforcement action by your regulator and loss of access to the Service.
10) No unauthorized passengers
While you are logged into the Throo app, en route to pick up a rider, or during an active trip, you must not allow any unauthorized passenger in the vehicle, including friends, family members, or any other person not booked on the trip.
- Only the rider or riders associated with the trip, and their authorized companions, may be in the vehicle during an active trip, unless required by law or expressly permitted by Throo policy.
- Violations may result in suspension or permanent deactivation, particularly where rider safety, comfort, or privacy is affected.
11) In-vehicle recording devices (cameras)
If you install or use any in-vehicle camera or recording device, with or without audio, you must:
- Comply with all applicable federal, state, and local privacy and recording laws, including any consent requirements in your market,
- Clearly notify riders that video or audio recording is occurring,
- Use recordings only for legitimate safety, security, or dispute-resolution purposes, and
- Never post or share recordings publicly, or for entertainment or any non-permitted purpose.
You are solely responsible for the lawful installation, maintenance, and use of any recording equipment.
12) Vehicle cleanliness and rider-caused mess
You must keep your vehicle clean, sanitary, and ready for riders.
If a rider causes a mess beyond normal use, including spills, bodily fluids, or damage, you should:
- Document it promptly, with photographs and receipts where possible, and
- Report it to Throo for review under the cleaning and damage process as soon as possible.
13) Pre-trip declaration (fitness to drive)
Before logging into the Throo app, you must ensure that:
- You are sufficiently rested, alert, and fit to drive,
- You will not accept trips if you feel unwell or unsafe to operate, and
- Your vehicle is insured, roadworthy, and free from defects, including tires, lights, brakes, seatbelts, and warning indicators.
14) Zero Tolerance Policies
Throo maintains zero tolerance policies covering drugs and alcohol (Section 5) and discrimination (Section 3).
The full policies, how riders report a suspected violation, what happens after a report, and how to contact the transportation regulator in your market are published at https://ridethroo.ai/zero-tolerance. You are responsible for reading and complying with them.
Immediate suspension. If Throo receives a complaint from a rider alleging that you violated either zero tolerance policy, your access to the Service will be suspended immediately, for the duration of the investigation, before any determination is made. A suspension is not a finding that you committed a violation.
During the investigation Throo may review trip records, location and route data, prior reports, and other relevant information, and will contact you for your account of the incident. You are expected to respond within the time specified in the request. If a violation is substantiated, you will be permanently removed from the Service. If it is not substantiated, your access will be restored.
15) Enforcement
Throo may investigate any actual or suspected violation of this Code.
Zero Tolerance violations. Substantiated violations of Section 1 (fraud), Section 2 (harassment of staff), Section 3 (harassment, discrimination, or violence), or Section 5 (impairment, illegal items, or weapons) result in permanent deactivation from the Service. The suspension procedure in Section 14 applies to complaints under Sections 3 and 5.
All other violations. For violations of other provisions of this Code, Throo may take one or more of the following actions, based on the nature, severity, and circumstances of the conduct:
- Issue a warning or require corrective education,
- Temporarily suspend access to the Service,
- Permanently deactivate access to the Service, or
- Refer the matter to law enforcement, regulatory agencies, or other authorities where appropriate.
Throo may also suspend or restrict access where required by law, by a regulator, or where necessary to protect rider or public safety, or where a required license, document, or insurance coverage has lapsed.
16) Market-specific requirements
Throo makes the Service available in a market only where it holds the license, registration, or authorization required in that market. The requirements below apply to you when you operate in the market indicated, once Throo is authorized there and service has commenced.
Washington, DC
Where Throo is authorized to operate in the District of Columbia, it does so as a Digital Dispatch Service (DDS) and, together with its associated private sedan business, as a Private Sedan Business (PSB) under the rules of the District of Columbia Department of For-Hire Vehicles. In the District you register as a private sedan operator with the Throo private sedan business, and may accept trips only through the Throo app.
- You must be at least 21 years of age.
- You must be registered with the Throo private sedan business and remain in active, non-suspended status.
- Your vehicle must pass a safety inspection within 90 days of the vehicle entering service, performed by a licensed mechanic in the District or by an inspection station authorized by Maryland or Virginia, unless your vehicle is compliant with an annual state-required safety inspection. The inspection must be verified annually thereafter.
- You must display Throo trade dress as required by Throo's trade dress policy whenever you are logged into the app.
- You must keep your driver's license, proof of insurance, and proof of vehicle registration in the vehicle and accessible for inspection by enforcement officials.
- Vehicle age: your vehicle may not be more than 10 model years of age at the time it enters service, and may not remain in service beyond 12 model years of age.

Pennsylvania (excluding Philadelphia)
Where Throo is authorized to operate in Pennsylvania, it does so as a Transportation Network Company under 66 Pa.C.S. Chapter 26, subject to the jurisdiction of the Pennsylvania Public Utility Commission.
- No separate Pennsylvania driver license is required for transportation network company drivers. Your eligibility is established through Throo's screening and your valid state driver's license.
- Your vehicle must maintain a current safety inspection, and any emissions inspection, as required for the vehicle's state of registration.
- You must display the removable, Commission-approved Throo placard or decal on your vehicle at all times while you are logged into the digital network or providing a prearranged ride, and remove it when not in service.
- You must carry proof — paper or electronic — of Throo's liability insurance while providing service.
- Vehicle age: your vehicle may not be older than 10 model years, or 12 model years if it is an alternative fuel vehicle as defined in the Alternative Fuels Incentive Act.
- Vehicle mileage: your vehicle may not have been driven more than 350,000 miles.
- Throo's standard is stricter than the statutory limits. At registration, your vehicle may not be more than 9 model years of age and may not have been driven more than 250,000 miles.
- Vehicle type: your vehicle must be a coupe, sedan, or other light-duty vehicle — including a van, minivan, sport utility vehicle, hatchback, convertible, or pickup truck — equipped and licensed for use on a public highway.
- Seat belts: you may never carry more people, including yourself, than the number of seat belts factory installed in your vehicle.
- You may not accept street hails or telephone requests for service. All trips must be prearranged through the Throo app.
- You may not smoke in the vehicle at any time during a prearranged ride, and may not permit any passenger to do so.
- You must report to Throo any conviction, guilty plea, or plea of no contest to any offence that would disqualify you under Throo's driver screening standards, promptly after it occurs and within any time specified by Throo.
- You must comply with all obligations arising from any accident occurring while you are logged into the digital network or providing a prearranged ride, including stopping at the scene, providing information, rendering aid, and making any report required by law, and must notify Throo as soon as it is safe to do so.
- You may not operate in any area where operation is prohibited by law, including any area at a commercial service airport, unless Throo notifies you that it holds the required airport authorization. Airport operators may impose their own contracts and regulations.
- Pennsylvania authority does not cover trips originating in Philadelphia, which is regulated separately by the Philadelphia Parking Authority. Do not accept trips originating in Philadelphia unless Throo notifies you that it holds Philadelphia authority.
